Executive summary: Türkiye's SME digital paradox
Turkish businesses are online — connected, on social media, selling a slice of their revenue over the internet. But what they own digitally — their own software, their own data, their own automation — lags far behind. We call this the "visibility–ownership gap": the business is seen in the digital world but doesn't run on it.
Three-sentence finding:
- 92.7% of enterprises are connected to the internet and 57.7% are on social media — visibility is nearly complete. (TÜİK, 2026)
- Yet paid cloud computing sits at just 20.2% (16.7% at small firms) and AI adoption at 7.5% — ownership lags badly. (TÜİK, 2026/2025)
- Only 10.8% of 10–49-employee firms employ an IT specialist, and 31.7% of those who tried to hire one struggled — small firms have limited capacity to build software alone. (TÜİK, 2026)
1. The visibility side: SMEs are online

Takeaway: Visibility is now the default, not the advantage.
2. The ownership side: few own their software and data

Takeaway: Cloud, AI and in-house IT — a company's own digital backbone — remain largely the domain of large firms. The visibility–ownership gap is widest among small businesses.
3. The talent bottleneck
In 2025 only 6.4% of enterprises tried to hire an IT specialist, and 31.7% of them struggled — mainly due to high salary expectations (82.6%), insufficient qualifications (71.8%), and lack of experience (71.0%). (TÜİK) Building digital ownership in-house is structurally hard for SMEs.
4. E-commerce is growing — it needs to reach the base
Türkiye's e-commerce volume passed TRY 4.57 trillion in 2025 (6.9% of GDP; Ministry of Trade), yet only 16.4% of small firms sell online. Being present online isn't enough to capture that growth — it takes infrastructure that manages sales, stock and customer data.
